An IAFF-backed effort is already delivering results for fire fighters and residents across Monmouth and Ocean Counties in New Jersey.
Since 1989, Local 3874 has represented fire officers in Jackson Township and both fire fighters and fire officers in Howell Township.
Through an amalgamation, members from Neptune Township, NJ Local 2691, Millstone Township, NJ Local 4388, and Upper Freehold Township, NJ Local 4306, have joined forces with Howell and Jackson.
“The uniting of IAFF affiliates into Local 3874 has already begun delivering real benefits to fire fighters and the residents of Monmouth and Ocean Counties,” said Local 3874 President Andrew Hagenberg. “Departments that once faced challenges independently are now working together to strengthen emergency services across the region.”

Working with the Professional Firefighters Association of New Jersey (PFFANJ), 1st District Vice President James Slevin, and the IAFF, the effort was structured to meet the growing demands of the region and improve consistency in fire service delivery.
“Fire protection must evolve alongside the communities it serves. Growing populations, higher call volumes, and increasingly complex emergencies demand a reliable and immediate response,” said Hagenberg. “The progress already achieved demonstrates how modern fire service is adapting to these realities, ensuring that public safety keeps pace with changing needs.”
Recent developments reflect that shift. In Upper Freehold Township, 24/7 fire fighter staffing has been established for the first time, ensuring coverage across a large rural area. In Neptune Township, the Local secured its first collective bargaining agreement, expanding staffing from weekday-only coverage to full 24/7 operations and laying a more stable foundation for emergency response.
“These aren’t just labor wins – it’s about ensuring help is always there when someone calls 911,” said Hagenberg. “By prioritizing reliable coverage and rapid response, we’re not only creating safer neighborhoods today, but also laying the groundwork for long-term growth and resiliency in the fire service.”
Slevin praised the work, saying, “I applaud the Locals for coming together and seeing the value in joining forces. Together they will be a stronger force and help each other achieve greater wins.”
PFANJ President Matthew Caliente credited Hagenberg for bringing the effort over the finish line.
“This was no easy task, but Hagenberg’s leadership was key in making it happen. Building on years of work by the past president, he helped unify departments under one strong umbrella,” Caliente said. “I also want to recognize 1st District Field Rep and Camden County, NJ Local 3249 President Keith Kemery for his support in Neptune Township and commend Hagenberg and Local 3874 for the outstanding job they’re doing.”
Local 3874 is now looking to strengthen community relationships beyond emergency response.
“We’re looking to establish partnerships with civic groups, churches, schools, and community organizations to share fire prevention education, give back to the community, and help people better understand the fire service and what we do,” said Hagenberg.
