Fire Instructor I

The Fire Instructor I (FI-1) program is a blended-learning course designed to prepare fire service personnel to meet the requirements for Fire and Emergency Services Instructor I certification. Participants complete online prerequisite modules followed by a three-day, instructor-led classroom session focused on instructional planning, lesson delivery, student evaluation, and classroom management. Developed in accordance with NFPA® 1020 (2025 Edition), the program equips students with the knowledge and skills necessary to effectively instruct and evaluate fire service training.
Course Goal
Given online training and three days of in-class training, students will be able to meet the JPRs outlined in NFPA® 1020, 2025 Edition, and be certified at the following levels:
- Fire and Emergency Services Instructor I (NFPA 1041)
Students who complete the online modules and three-day training, including a presentation, and score at least 70 percent on the post-test will be certified and have their names entered into The Pro Board Registry.
Course Objectives
The job performance requirements (JPRs) from the NFPA 1020-2025 Edition have been adopted as the course objectives. The written tests and skills sheets were developed to meet the course objectives below.

Evaluation and Testing Objectives
- Administer oral, written, and performance tests
- Grade student oral, written, or performance tests

- Provide evaluation feedback to students
Performance Measures
Written Exam
Given a 25-question exam, students shall demonstrate the requisite knowledge associated with the job performance requirements in NFPA 1020
Students’ Teach-Back Sessions (25 minutes per student)
(Student Presenters) Given 15 minutes, teach a prepared lesson that includes an evaluation component
(Student Evaluators) Use the Feedback Form to evaluate the performance of the student presenter
