Labor-Management Alliance (LMA)

A joint IAFF/IAFC program to strengthen labor-management relationships in the fire and emergency service.

The Labor Management Alliance is a partnership between the IAFF and International Association of Fire Chiefs (IAFC) designed to help fire department executive leaders and labor leaders build productive, collaborative working relationships.

Formerly known as the Labor Management Initiative, the enhanced program supports departments in preventing and resolving labor-management challenges before they escalate into disputes, grievances, costly arbitration, or disruptions that may affect service delivery.

The program brings together experienced fire chiefs and union officials from the IAFF and IAFC to facilitate structured discussions, technical assistance, and customized education.

Through a neutral, facilitated process, participating departments can identify shared priorities, improve communication, address barriers, and develop practical strategies that support the organization, its members, and the communities they serve.

Target Audience

The Labor Management Alliance is intended for fire departments and fire service organizations seeking to improve labor-management collaboration, strengthen organizational alignment, or address specific labor-management concerns.

The goal of the Labor Management Alliance is to promote constructive, sustained engagement between labor and management so fire departments can solve problems collaboratively and remain focused on mission-critical service to the community.

Resources and Services

Technical Assistance

Technical assistance is designed for fire departments facing an acute labor-management challenge and seeking outside facilitation to work through the issue. An intensive two-day session may be developed for the fire chief, union president, and designated members of their leadership teams.

Two facilitators – one representing the IAFF and one representing IAFC – work with department and labor leadership to develop a customized agenda, address key concerns, and identify feasible solutions.

Two-Day Labor-Management Program

The two-day program is designed for departments seeking baseline competency in labor-management concepts and principles. The program includes facilitated discussion and workshop activities focused on building trust, clarifying expectations, improving communication, and identifying practical approaches to recurring labor-management issues.

A follow-up assessment may be conducted approximately six months later to review progress and outcomes.

One-Day Customized Program

The one-day customized program is tailored to the specific needs of a fire department. Topics may include technical assistance, labor-management principles, goal setting, establishing or strengthening a labor-management committee, onboarding for a new fire chief, support for newly formed local leadership groups, or targeted training on issues affecting the department.

Conference Education Sessions

A team of IAFF and IAFC facilitators may present conference education sessions based on labor-management case studies or specific labor/management topics. These sessions provide participants with an opportunity to learn from real-world examples, ask questions, and discuss strategies for strengthening labor-management relationships.

Additional Customized Resources and Training

The IAFF and IAFC may provide additional customized resources and training as new laws, operational issues, or emerging circumstances affect labor-management relations. Support can be adapted for departments with unique needs or complex local conditions.
