Evidence-Based Fire Ground Operations
The Evidence-Based Fire Ground Operations (EFGO) program provides a modern, evidence-based framework for making effective fire ground decisions, emphasizing tactics grounded in research and real-world experience.
Built on findings from the UL Research Institute’s (ULRI) Fire Safety Research Institute (FSRI) and the experience of IAFF instructors, this program connects fire ground tactics and established SOGs with current fire service science.
Modern building construction, lightweight materials, synthetic fuel loads, and evolving fire dynamics have changed the operating environment. These conditions require a more disciplined, evidence-based approach to interior operations.
Guidance from the IAFF and ULRI focuses on strategies, tactics, and task-level functions aligned with today’s fire ground, helping fire fighters operate effectively and safely.

Site Requirements
Hose Stream Prop Building Plans
There are two prop options. Both are acceptable for use in the EFGO program.
Option 1
This prop will cost approximately $25,000 USD to build.
Option 2
This prop will cost approximately $3,000 USD to build.
Fuel Packages
Option 1 (preferred)
Soundsmart Wood Fibre Panels, manufactured by Building Products of Canada
10 sheets per burn:
- 4 full sheets on the ceiling with two pallets holding it up
- 2 full sheets on each wall
- 2 full sheets cut in half for the back wall
Cribs are built with 3 pallets cut up into a burn barrel as shown in photos.




Option 2
uses 15/32″ plywood
9 sheets per burn:
- 4 sheets for the ceiling
- 1 and 1/2 sheets per side wall
- 2 sheets for each back wall
