JOINT MEMORIAL

A joint memorial service for Baltimore City Fire Department Lieutenants Paul Butrim and Kelsey Sadler and Fire Fighter/Paramedic Kenneth Lacayo will be held at 10:00 a.m. (ET) on Wednesday, February 2, 2022, at the Baltimore Convention Center, 1 W. Pratt St. Baltimore, MD 21201, with a processional to Dulaney Valley Memorial Gardens (200 E. Padonia Rd., Timonium, MD 21093) immediately following.

NOTE: The memorial service will be livestreamed on this webpage. 

The three fire fighters died after a partial collapse trapped them in a burning row house fire in West Baltimore.

Apparatus and Procession Information

The Maryland State Incident Management Team (MD-IMT) is handling all coordination of fire apparatus attending the memorial service on February 2 for the fallen Baltimore City fire fighters. Questions regarding the funeral and associated activities for Baltimore City Lieutenant Paul Butrim, Lieutenant Kelsey Sadler and Fire Fighter/Paramedic Kenneth Lacayo should be directed to [email protected].

IMPORTANT: FOR ALL UNITS ATTENDING THE SERVICES, PLEASE EMAIL l[email protected] with the following information:

  • Name of Agency / Department / Company
  • Primary Point of Contact (with name, phone and email)
  • Function (e.g., SFD Honor Guard)
  • Number of personnel
  • Number of vehicles for your personnel
  • What type of vehicles (van, bus, etc.)
  • Are you planning to attend the graveside service (yes/no)

As you can imagine, parking will be a significant challenge and this information will assist us greatly in ensuring we make the best use of the available parking in the local area.

The funeral procession has reached its size limit. Due to limits in available parking and street sizes around the Convention Center and at Dulaney Valley Memorial Gardens, no more large fire apparatus will be permitted at those locations. Fire and emergency services personnel are advised to carpool in smaller vehicles.

Transportation

Those attending the memorial service for the fallen Baltimore City fire fighters are responsible for their own transportation. There are no airport or hotel shuttles and there are no shuttles to the Baltimore City Convention Center or the Dulaney Valley Memorial Gardens. All Honor Guards/Color Teams/Pipes and Drums – all supporting agencies

PARKING: Camden Street starting at Howard Street and working back. Park four wide and facing Howard Street; overflow will wrap around onto the service road on the west side of Camden Yards.

There will be 8-10 buses staged on Camden Street for personnel who will be attending the graveside services – please ensure equipment cases are pre-loaded on the buses prior to the end of the service.

PARKING: Lot F & Lot G (next to M&T Bank Stadium)
REPORT TIME: 8:00-9:00 a.m.
REPORT LOCATION: Howard Street side of the Convention Center
NOTES: Sea of Blue will form along Conway Street between Howard Street and Charles Street following the ceremony (there will be NO Sea of Blue prior to the commencement of the ceremony)

Baltimore City Fire Department Uniformed Personnel/Other Agency Representatives

PARKING: Lot C (personal vehicles) – for apparatus parking, see below
REPORT TIME: 8:30 a.m.
REPORT LOCATION: Sharp Street side of the Convention Center
NOTES: BCFD small vehicles (command staff, etc.) will park in the North Warehouse (N.W.H.) lot across from the Convention Center. Chief officers from supporting agencies and others specifically directed may also park in the NWH lot, but are requested to enter the procession behind the BCFD heavy apparatus.

BCFD apparatus (large apparatus) will park in Lot A. Apparatus from bordering jurisdictions participating in the procession (Annapolis, Anne Arundel, Baltimore County, BWI, Harford, Howard) will also be parked in Lot A.

Other Information

  • Any vehicles not participating in the procession to Dulaney Valley are requested to park in Lot G & Lot H (south of Hamburg Street)
  • There will be no transportation provided to Dulaney Valley Memorial Gardens or the Maryland State Fairgrounds from the Convention Center
  • Only BCFD and units specified above will be included in the escorted procession; all others will proceed on their own to Dulaney Valley Memorial Gardens or the State Fairgrounds for the reception following the graveside service.
