James “Jim” Fennell, who was known for his unwavering dedication to the IAFF and its members, died June 13. The 15th District Vice President Emeritus was 81.
Services are planned for June 17 and 18 in Saint John, New Brunswick. Information on services and sending flowers can be found through Fundy Funeral Home.

Jim became a mentor and friend to many, myself included, and his impact on this union will be felt for years to come.”

Fennell joined the Saint John Fire Department in 1967 with one mission in mind: helping his community. That commitment soon extended to his fellow fire fighters when he joined Saint John Local 771.
He became a strong advocate for improving members’ benefits, pay, and working conditions – serving as president, recording secretary, and executive member at large. Fennell also represented the province of New Brunswick as an elected delegate to the Atlantic Provinces Professional Firefighters Association for many years.
In 1983, after 15th District Vice President Alvin Blakely died unexpectedly, Fennell stepped forward to continue the work. He was elected to the position in 1984 and held it until 2012.
During his tenure, Fennell became a respected voice for affiliates throughout Canada, helping Locals navigate challenges and strengthen their unions. In recognition of his service, delegates awarded him vice president emeritus status at the 2012 IAFF Convention.
“The 15th District is as strong as it is today thanks to the solid foundation he left behind,” 15th District Vice President Chris Ross said. “We will miss being able to call on his institutional knowledge, wisdom, and advice. Our thoughts are with the Fennell family and everyone who knew him well.”
Off the job, Fennell was known as a devoted family man, with a constant presence cheering on his grandchildren at sporting events.
He is survived by his wife, Linda; his children, Tim, Tammy Lewis (Scott), and Trudy Fennell-Lunney (Mike); grandchildren Keelan, Allie, and Sophie Lewis; brother Billy Fennell (Linda); and extended family.
