Red Deer, Alberta fire fighters have won a new contract, a victory resulting from Local 1190’s political action, advocacy, and public education efforts.
The contract covering 2023–2025 is effective retroactively to Jan. 1, 2023 and sets the stage to begin discussions for their next agreement. It includes a 4.5% raise for 2023, a 4.1% raise for 2024, and a 3.5% raise for 2025.
“We are very pleased with this contract, especially coming on the heels of resolving a significant staffing policy issue,” Local 1190 President Brad Readman said. “Its shows that what we do as a Local works. Getting politically active, being involved in the community, and pushing our message were the keys to our success.”
It’s been a difficult two years for Local 1190 members. But with IAFF support, they stayed focused on their goal – safer staffing and a fair contract.
In 2024, the city enacted a dangerous staffing policy called dynamic staffing. After overtime costs rose to more than $3 million, the city opted to allow Fire Station 2 to operate with only two personnel or be temporarily closed.
In response, Local 1190 raised concerns with city leaders and launched a public information campaign that included billboards and yard signs. The city ultimately agreed to hire more fire fighters and discontinue dynamic staffing, provided overtime costs stablizied.
“I believe that our staffing levels are now at a level that will prevent overtime from being an issue,” Readman said. “Now we are able to stay safe as we work to keep the public safe.”
Negotiations included the possibility of arbitration. Ultimately, Local leaders reached a negotiated settlement providing a total 12.1% wage increase over the term of the agreement.
“I want to commend Local 1190 members for their hard work and resilience throughout this process,” 6th District Vice President Mike Carter said. “Because of their strong efforts, they have secured a fair contract settlement and enhanced both community and fire fighter safety.”
With this victory behind them, Local 1190 has filed notice to bargain a successor agreement beyond 2025.
