D\u2019autres \u00c9tats, cependant, n\u2019ont pas de lois pr\u00e9voyant de telles mesures ou m\u00eame autorisant sp\u00e9cifiquement les municipalit\u00e9s \u00e0 n\u00e9gocier avec les pompiers L\u2019adoption de la&nbsp;<a href=\"https:\/\/www.britannica.com\/topic\/Wagner-Act\" target=\"_blank\" rel=\"noopener\">Wagner Act<\/a>&nbsp;dans le cadre du \u00ab&nbsp;Nouvel accord&nbsp;\u00bb de FDR a permis aux travailleurs du secteur priv\u00e9 de b\u00e9n\u00e9ficier de la n\u00e9gociation collective, mais les travailleurs du secteur public, y compris les pompiers, en ont \u00e9t\u00e9 exclus pour des raisons politiques et constitutionnelles.<\/p>\n<\/div>\n\n<div class=\"wp-block-paragraph \">\n<p>\u00c0 partir des ann\u00e9es&nbsp;1950, les efforts men\u00e9s par l\u2019AIP et ses affili\u00e9s se sont concentr\u00e9s sur l\u2019obtention de lois sur la n\u00e9gociation collective \u00e0 l\u2019\u00e9chelle \u00e9tatique et locale. Dans certains \u00c9tats, les efforts de l\u2019AIP ont \u00e9t\u00e9 couronn\u00e9s de succ\u00e8s, \u00e0 commencer par la loi Taylor de New York en 1958, qui autorise la n\u00e9gociation pour les fonctionnaires de l\u2019\u00c9tat. Certains \u00c9tats accordent des droits fondamentaux d\u2019organisation et de n\u00e9gociation collective par l\u2019interm\u00e9diaire de m\u00e9canismes de r\u00e8glement des litiges non contraignants, tandis que d\u2019autres appliquent des m\u00e9thodes d\u2019arbitrage pleinement contraignantes.<\/p>\n<\/div>\n\n<div class=\"wp-block-paragraph \">\n<p>Au fil des ans, de nombreux \u00c9tats et localit\u00e9s n\u2019accordent toujours pas ces droits aux pompiers, et certains s\u2019y opposent farouchement (principalement dans le Sud et dans certains \u00c9tats de l\u2019Ouest). Au total, 18&nbsp;\u00c9tats n\u2019accordent pas de droits de n\u00e9gociation \u00e0 tous les pompiers. Toutefois, certains de ces 18&nbsp;\u00c9tats autorisent la n\u00e9gociation \u00e0 l\u2019\u00e9chelle locale.<\/p>\n<\/div>\n\n<div class=\"wp-block-paragraph \">\n<p>Depuis que les d\u00e9l\u00e9gu\u00e9s de l\u2019AIP ont adopt\u00e9, lors du congr\u00e8s de 1994 \u00e0 Detroit, Michigan, une r\u00e9solution faisant de la n\u00e9gociation collective nationale la priorit\u00e9 l\u00e9gislative de l\u2019AIP, cette r\u00e9solution a \u00e9t\u00e9 r\u00e9affirm\u00e9e lors du congr\u00e8s de l\u2019AIP de 2016. Ce mandat est toujours en vigueur aujourd\u2019hui. Les pompiers et les travailleurs des services m\u00e9dicaux d\u2019urgence b\u00e9n\u00e9ficient \u00e9galement de conditions de travail plus s\u00e9curitaires, de meilleurs salaires et de retraites plus s\u00fbres.
