Approach
In 2005, members of the Council Bluffs
Fire Department (CBFD) and Council
Bluffs Local 15 met to
discuss implementation of the IAFF\IAFC
Joint Labor Management Wellness-Fitness
Initiative (WFI). The department was
already using the Candidate Physical
Abilities Test (CPAT) to hire physically
qualified candidates; the next
step was to implement a program to keep
new fire fighters fit, as well as improve
the health and wellness of current
department members.
