Recruiting for
Diversity - Dee
Howard Richards and
Brock Cline, L1664
Montgomery County,
MD
This workshop
focuses on
recruiting efforts
and recruiting
techniques
especially in ethnic
and gender groups
and focuses on
helping fire
departments to
embrace innovative
ways to market
itself as the
employer of choice.
Many governmental
agencies around the
country have
mandated that the
fire department
reflect the
demographics of the
community that it
serves. Several
departments'
diversity statistics
yield deficiencies
in specific ethnic
groups. The task of
recruiting is
daunting and
requires many
skills. While these
skills are executed,
the credibility of
the occupation must
be maintained.

obstacles to become
a leader in the
Navy. His principles
of leadership have
led others to their
own success in
leadership.

encourage other
potential leaders
within your local to
contribute when a
combination of
skills are needed to
complement your own.

Making it
Work: Addressing
Work/Family Issues-
PEP Program
When it
comes to daily
life—children,
spouse, parents,
job, house, car and
everything
else—challenges
arise and
responsibilities
overlap. This
workshop provides
IAFF leaders with
the tools to assist
members in working
out the issues
between work and
family—through a
collecting
bargaining
agreement, advocacy
or labor-management
relations. Real life
scenarios on
maternity leave,
parental care,
pregnancy policy,
childcare and other
issues facing fire
fighters are
explored.

Challenging Racism-
Jona Olsson,
Cultural Bridges
Training
Racism, racial
prejudice and
stereotypes have
predictable
consequences: fire
fighters of color
feel isolated and
unsupported, white
fire fighters feel
threatened and no
fire fighter
performs their best.
This workshop
examines the roots
and realities of
racism, including
how it shows up in
recruiting in the
station and on the
fire ground and EMS
scene. Participants
will identify the
responsibilities we
all have to
dismantle racism: to
confront racism in
our fire departments
and be a model for
anti-racism in our
communities.
Establishing and
Maintaining a
Diverse Local - Mike
Reeves, Rita Reith
and John Borel, L416
Indianapolis,
Indiana
The Indianapolis
Metropolitan
Professional Fire
Fighters have found
that building and
maintaining
relationships with
affinity
organizations has
lead to a more
diverse local. They
work together in
recruitment,
promotions,
education and
community
events—reversing
negativity and
encouraging a more
diverse fire
department. This
workshop explores
their strategies and
methods behind
working closely with
affinity
organizations to
promote diversity.

Workshop Outline
Duty of Fair
Representation- PEP
Program
As an affiliate
leader, you may be
subject to a legal
standard known as
“duty of fair
representation” that
governs how you
represent your
members in contract
negotiations,
grievances and other
labor matters. In
this session, you
will study relevant
case law to learn
what is required of
affiliate leaders,
how the courts have
interpreted this
standard, the
consequences of
violating the
standard, and best
practices for
avoiding DFR
lawsuits.
Sexism is Alive and
Well in the Fire
Service- Jona
Olsson, Cultural
Bridges Training
This interactive and
popular workshop
exams the realities
of sexism, male
privilege and
internalized sexism
in the fire service.
Even more crucial,
the workshop asks:
How does sexism
affect our service?
How can we confront
sexism?
Building Coalitions
- PEP Program
A coalition is a
group of individuals
or organizations
that work together
to achieve common
goals and solve
problems. A
coalition can be
formal or informal
in structure
depending upon its
purpose. Due to its
size and scope, a
coalition can often
accomplish more than
an individual
organization. This
session will teach
affiliate leaders
how to build
coalitions and use
them to achieve
their goals .
Case Study:
Handling High
Profile Human
Relations Issues
This
workshop explores
real case studies
from human relations
issues that were
widely covered. A
panel of those
involved and
attorneys will
discuss how the
cases were handled,
their outcomes and
what we can learn
from their
experiences.
Dashboard Diversity
This workshop
examines diversity
and its relationship
to harassment and
discrimination by
utilizing real life
case law and the
messages that are
sent through it. It
focuses on the first
responder workplace
and how it can
become free of forms
of harassment and
intimidation. Foday
is a lawyer and
diversity trainer
who brings an
interactive and
refreshing approach
to discussing
diversity.
Increasing
Membership
Participation
- PEP Program
The
strength of a local
union depends on the
active involvement
of its members.
Whether it's a
committee meeting,
political campaign
or public relations
effort, your members
make the difference
between success and
failure. This
session provides
methods to increase
member participation
and build an
effective union.
Local Human
Relations Committees-
PEP Program
The IAFF recommends
that every local
affiliate establish
a human relations
committee. It can
assist locals in
resolving conflict,
sorting through the
opportunities and
challenges that
diversity presents
and developing a
proactive strategy
for change. In this
session, you will
explore strategies
for developing your
own committee. You
will learn how to
assess membership
needs, develop
long-term strategic
plans, report your
progress and devise
strategies to fund
your activities.
Finally, you will
study team-building
methods and develop
strategies to ensure
productivity.
Bad
Decisions are No
Accident - Linda
Willing, Real World
Consulting
There are
too many recent
accounts in the news
of fire fighters
behaving badly. How
can groups of
basically good
people come to make
such bad decisions
at times? Through
activity, discussion
and presentation,
this workshop will
examine how groups
make decisions and
how well managed
diversity can lead
to better decision
making outcomes.
Overview of
Employment Law
- PEP Program
This workshop
will present participants
with an overview of
employment law
affecting fire
fighters and
emergency
workers. General
legal
information and
guidelines will be
discussed. This
presentation is
designed for union
leaders to better
serve the needs of
their membership.
Introduction
to Political Action-
PEP Program
Local
government officials
are ultimately
responsible for
making decisions
that affect the
wages and benefits
of fire fighters. To
secure the best
working conditions
for your members, it
is essential that
your local union
becomes politically
active and backs
candidates who
support fire fighter
issues. This session
will give you an
overview of the
political process
and teach you how to
set up a plan that
is most effective in
achieving your
goals.
Advanced
Duty of Fair
Representation
- PEP Program
The “duty
of fair
representation,” the
legal standard that
governs how unions
represent their
members, can be
particularly
difficult to apply
in situations where
the union is
required to
represent two or
more employees (or
groups of employees)
with conflicting
interests. Examples
of these types of
scenarios include
promotions
challenges,
harassment issues,
workplace
altercations and
collective
bargaining
negotiations. In
this session, IAFF
Legal Counsel will
describe the legal
standards that apply
in these situations
and use real life
case-studies as
examples. This is an
advanced session
designed for members
who have a working
knowledge of the
principles of the
duty of fair
representation.
Panel: CPAT,
Wellness Initiatives
and Behavioral
Health Programs
The IAFF presents
updates on the
Wellness Initiatives
and Peer Fitness
Training programs,
in addition to best
practices in
behavioral health
programs. The IAFF's
Health and Safety
Department will also
discuss the new CPAT,
including
orientation,
mentoring and
practice.

Responding to
Diverse Communities-
Larry Sagen, Fire
20/20
Effective fire
prevention and
recruitment are
contingent on
building meaningful
relationships with
all areas of your
multicultural
community. FIRE
20/20 has spent the
last year completing
a research study in
major U.S. and
Canadian cities to
identify strategies
and tactics to
improve safety for
both firefighters
and community
members, while
enhancing service.
This workshop
presents best
practices, lessons
learned and new
strategies to build
partnerships and
successfully enroll
multicultural
communities in
prevention, safety
and recruitment
efforts.
