Pennsylvania Fire Fighters Ratify Second Contract in
Negotiations
January 15, 2009 – Despite some intense discussions over health
care contributions, Lancaster, PA Local 319 fire fighters have reached an
agreement with the City. The new three-year contract includes pay increases and
greater differential pay, but fire fighters must contribute more toward health
care.
The 2009-2011 contract is the second consecutive agreement to be
settled in negotiations. Under former administrations, contract discussions
typically went to binding arbitration. “We are pleased with the City’s ongoing
efforts to bargain with us in good faith,” says Ken Barton, president of Local
319.
Barton adds, “Neither side got everything it wanted, but it was
an amicable compromise. The membership recognized that by overwhelmingly voting
in favor of the contract’s ratification.”
The agreement includes a salary increase each year: 3 percent in
2009; 3.25 percent in 2010; and 3.25 percent in 2011. The contract also sets
greater differential pay between ranks.
Additionally, all fire fighters, regardless of rank, will now
pay 1 percent of a fire fighter III salary (the most a fire fighter can make
without being promoted to an officer position) for health care. Previously, fire
fighters had paid a bi-weekly flat rate which equaled $195 annually. Now, fire
fighters will pay $543.69 annually for family health care.
